AFFORDABLE HOUSING: (An edited extract from ABTALK, the newsletter of Abthorpe Parish Council.)
About three years ago, a survey was carried out by South Northamptonshire Council to determine if t
here is a need for affordable housing in the village.
Affordable housing is designed to allow people with strong connections to the village, e.g. those have grown up here, to continue to live in the village once they need their own home.
The survey showed the need for only a couple of houses, too small to justify any development. However, there are adjacent villages with similar requirements, so a scheme has been drawn up where one development will serve the needs of Wappenham, Bradden and Slapton in addition to Abthorpe.
Initially sites in Wappenham were examined, but none was found to be suitable. Slapton and Bradden were too small, but a site in Brackley Lane here in Abthorpe has now been identified for possible development.
This is the unused field opposite the garages. It is, of course, outside the village envelope so is not available for commercial development. The current landowner would be paid a price above agricultural land value but well below housing land value, a condition which is essential to make the housing affordable.
Although the field extends behind the existing houses in Brackley Lane, the development will not use that part of the field. The houses will be owned by Northamptonshire Rural Housing Association and will be either wholly rented or part owned/part rented.
In the latter case, houses can only be sold back to the Housing Association (at market rates).
Houses will be allocated by South Northamptonshire Council to a restricted list of those in need of housing who also satisfy local residence criteria. A perpetual covenant on the development will maintain these arrangements. The proposed development will be of about 10 units, a mixture of two bedroom houses and flats.
A developer to build the properties has been identified and an option to purchase the land is in place.
The next step is for the developer to draw up detailed proposals.
Villagers will then have an opportunity to give their views on these plans before the formal planning application is made.

COMMUNITY FIRST RESPONDERS: Do you want to make a difference and give something back to the people in your village, when they need you most?
You could do this by providing emergency life saving skills to a member of your community until the emergency services arrive.
Community First Responders are volunteers who are trained and equipped by the ambulance to answer certain types of medical emergencies in their local communities while the ambulance is on its way. When the ambulance service receives a call in an area where there is a volunteer available and, if the call is suitable for the volunteer to attend, the responder receives a message on a mobile alerting them to this job. If the responder wants to attend, they call the ambulance service control room and then make their way to the incident.
Responders are not sent to every 999 call in their area, only life-threatening calls where time could make all the difference.
The initial training is done over two days, normally a weekend and this gives the responder the skills to use in real life situations.
We hold monthly update and refresher training and there is always a liaison officer if you want to talk about something, so you are never alone.
We are currently looking for volunteers throughout Buckinghamshire, but especially in Great Horwood and surrounding villages.
If you would like to help in this literally life saving and very rewarding project please email cfr@scas.nhs.uk for an information pack or call our 24-hour hotline on 0800 5870207.

WHEELS TO WORK: It is a project for young people (17 plus) who live in rural areas and have difficulties getting to college or a place of work due to the poor public transport links. The project provides them with a moped, insurance and safety equipment as well as lessons how to use the bike so they have better means to travel to college or their place of work.
We have one young man who joined the scheme as he lived outside Winslow and had to take three buses to get to the college. It has given him more flexibility with his courses and school activities as he is not restricted by bus services.
I am pleased to invite you to the launch of our new Wheels to Work Project on Friday, November 27, 2009 at Quainton Memorial Hall, Station Road, Quainton, Bucks. We would be delighted if you could join us to celebrate the official launch of the Wheels to Work project. Vicki Parker, admin officer for Buckinghamshire Community Action Tel: 01296 421036.

As normal there will be lots of shops and cafes open, plus live music and entertainment too.
A wonderful place to be on a Sunday, there is a great atmosphere and evident community spirit, since it opened. It is very well attended, with visitors and traders noting the same.
The gazebos used are the property of the town council and these may be hired for a modest fee for community use - in return the council ask that organisations or individuals volunteer their services for an hour at the beginning and end of the market to assist in setting up and dismantling of the stalls.

ANNUAL QUIZ NIGHT: Despite the inclement weather, quiz enthusiasts came along to this evening at Westbury Pavilion and thoroughly enjoyed themselves.
The quiz questions, as each year, were devised by Art Lewis and yet again proved to be challenging.
Teams of 6 plus competed eagerly against each other to score well and we all felt very complacent when the first set of questions proved to be easy! Not so for the rest of the questions.
Certainly our team needed an injection of Hercule Poirot's 'little grey cells' as we came bottom!
Huge thanks to all those good villagers who provided the food and in any way helped to make this a very successful evening.
Proceeds will be divided between Westbury Sports and Community Association who look after the pavilion and St Augustine's Church Westbury.
The parish council has given its preliminary views – a welcome for the proposal in principal in the belief that the village either grows or dies, concern about the size of the development in relation to the existing village and a need for adequate off-street parking of at least two cars per house.
It has also been suggested that the part of the field which is not going to be built on could be used for a play area.
No firm dates can be given for the next step, but there could be further consultation in a few weeks' time and everyone will be invited to have their say.
The next parish council meeting on December 14 may be a suitable opportunity; if not a special meeting will be arranged.
As well as commenting on the plans themselves, our views will also be sought on the criteria by which occupants are selected.
