Plans for a small traveller rest site near Launton with pitches for two caravans were set to be approved this week.
The site off Blackthorn Road was the subject of two applications last year, which were rejected over flooding fears and traffic safety concerns.
Officers have recommended the plans for approval despite 17 letters of objection.
Some complained the site entrance is very close to a sharp bend in the road, while others said the development would be outside the village boundary and would encourage further development.
Other letters pointed to the existence of traveller sites in Bicester, Ambrosden, Arncott and Wendlebury.
A decision is due to be made on Thursday this week.
